Definitely, many people don't understand the role of orphanages or meaning of an orphan according to UNICEF .
This then means that if a parent feels he /she can no longer care for his /her child, such child can be taken to a government owned orphanage for a period of time while the parent goes to sort herself /himself and comes back when financially fit.
This also means that all state governments should ensure provision of social services and social protection for the family.
Meanwhile, kudos to JKF for the social security scheme for the aged. It's coming back big and better.
